The ACRWC was adopted in 1990 and came into force in 1999.
The instrument amongst other things provides for an institutionalized mechanism to monitor its effective implementation by state parties namely the African Committee of Experts on the Rights and Welfare of the Child (ACERWC).
The Charter provides for the active involvement of civil society actors in supporting the role of the Committee and in ensuring the effective implementation of the Charter at country level.

In consideration of the foregoing, the Civil Society Forum (CSO Forum) was established in 2009 to provide a Platform for African child focused CSOs to engage the ACERWC.
The Forum is held twice a year, before the sessions of the ACERWC bringing together CSOs working on the rights and welfare of children across Africa, key child rights experts and African Union representatives.
The purpose will be to deliberate on the critical issues affecting African children and make recommendations for consideration by the ACERWC.

THE CSO FORUM OBJECTIVES

1. To promote partnership and network-building among:
     i. civil society organizations,
     ii. the African Committee of Experts on the Rights and  Welfare of the Child;
     iii.the African Union Commission, its   structures and organs, and
      iv.Other stakeholders working towards the  promotion and protection of the rights  and   welfare of Children in Africa.

2.To contribute to the process of information-sharing, best practices and research between the African Committee on African Experts on the Rights and Welfare of Children, States Parties and civil society organisations on the implementation of the African Charter on the rights and welfare of children.

3.To contribute to the process of information-sharing, best practices and research between the African Committee on African Experts on the Rights and Welfare of Children, States Parties and civil society organisations on the implementation of the African Charter on the rights and welfare of children.

4.To build the capacity of civil society organizations on the ACRWC and its mechanisms.

5.To lobby member states to the respect and implement of the provisions of ACRWC

6.To contribute towards the development of policies, strategies and carry out actions for implementation and supervision of the African Charter on the rights and Welfare of Children
